The State of Connecticut has a responsibility to guarantee the basic human rights of all its residents, including those within the Department of Correction. When someone enters the corrections system, the State assumes the responsibility to feed, clothe and provide medical care for the duration of their time served. This is a basic tenet of the social contract between the State and its citizens.

The State of Connecticut blatantly failed in its responsibility to Tianna Laboy. As a pregnant resident of York Correctional Institution, Tianna had every right to expect decent medical care. Instead, medical staff ignored her warning signs of early labor, and repeatedly sent her away with an ice pack. When she went into labor, she was told to stay in her cell until the following day. Her frantic calls for help continued to be ignored until she delivered her baby in her cell with no medical assistance. The State not only failed in its responsibility to safeguard Tianna Laboy’s most basic rights, it failed to provide even the most basic care during her time of greatest need.

In the case of such clear-cut injustice, why is Connecticut’s Attorney General refusing to stand up for Tianna and her child? Attorney General William Tong claims to support justice, human rights and basic decency, but when the State’s neglect leads to a nightmare scenario for a scared, first-time mother, he is more than willing to look the other way. Despite all his talk about honor and responsibility, Attorney General William Tong is dragging his feet and ignoring both. The State failed in its responsibility to care for Tianna Laboy, and Attorney General William Tong has failed the make it right for far too long.

El estado de Connecticut tiene la responsabilidad de garantizar los derechos humanos básicos de todos sus residentes, incluidos los del Departamento de Correcciones. Cuando alguien ingresa al sistema penitenciario, el Estado asume la responsabilidad de alimentar, vestir y brindar atención médica por el tiempo que dure su prisión preventiva. Este es un principio básico del contrato social entre el Estado y sus ciudadanos.

El Estado no solamente incumplió su responsabilidad de salvaguardar los derechos más básicos de Tianna Laboy, sino que no le brindó ni siquiera la atención más básica durante su momento de mayor necesidad.

En el caso de una injusticia tan evidente, ¿por qué el Fiscal General de Connecticut se niega a defender a Tianna y su hijo? El Fiscal General William Tong afirma que apoya la justicia, los derechos humanos y la decencia básica, pero cuando la negligencia del Estado lleva a una situación de pesadilla para una madre primeriza y asustada, está más que dispuesto a mirar hacia otro lado. A pesar de todo lo que ha dicho sobre el honor y la responsabilidad, el fiscal general William Tong se demora e ignora las dos cosas. El Estado incumplió su responsabilidad de brindarle atención a Tianna Laboy y el Fiscal General William Tong lleva demasiado tiempo sin corregirlo.
